The external bypass valve (installed in the plumbing between the heater supply and return lines) is set incorrectly, allowing too much or too little water to flow through the heater. If the bypass is too open, too little water flows through the heater, causing overheating (E03 high limit, E05 stack flue). If the bypass is too closed, too much water flows through, and the heater cannot raise the temperature efficiently. Adjust the bypass valve so the heater raises the water temperature by 3-5 degrees per pass. There should always be some water flowing through the bypass — never fully close the bypass valve.
