The motor start/run capacitor has failed. The motor hums loudly but does not turn, or turns very slowly and then trips the breaker. The capacitor is usually mounted on top of the motor or in a bracket on the motor body. A visually swollen, leaking, or bulging capacitor has obviously failed. Test with a multimeter in capacitance mode — reading should match the label rating (typically 30-50 microfarads, 370V). Replacement capacitors cost approximately $10-25.
