The engine speed rhythmically cycles up and down (surging) or runs inconsistently. On IntelliPOWER models, the electronic governor manages engine speed automatically, but surging can still occur if underlying engine conditions are wrong. Causes: (1) Dirty carburetor — stale fuel leaves varnish deposits that partially block fuel passages. The governor tries to compensate but oscillates between lean and rich conditions. Clean the carburetor thoroughly. (2) Gas cap vent blocked — creates a vacuum. Loosen the cap to test; if surging stops, replace the cap. (3) Fuel filter clogged — restricts fuel flow. Replace the inline fuel filter. (4) Old/stale fuel — drain and replace with fresh fuel. (5) Air filter dirty — restricts airflow, causing rich conditions. Clean or replace.
