The engine repeatedly revs up and down (surging) or runs unevenly. Almost always a carburetor issue — stale fuel leaves varnish deposits that partially clog the carburetor jets. Clean or rebuild the carburetor, paying particular attention to the main jet and pilot jet. Replace the fuel filter. Check the fuel cap vent — a plugged vent creates a vacuum in the tank that starves the engine of fuel. A sticking choke can also cause surging — verify the choke opens fully when the lever is moved to RUN. Inspect the governor linkage for binding. Use fresh fuel with stabilizer added.
