The drum drive belt has broken or the drum motor is seized. The motor runs (you hear it) but the drum does not turn. On Samsung dryers, the belt wraps around the drum, under the idler pulley, and around the motor pulley. Belt replacement requires removing the front panel to access the drum. Always replace the idler pulley when replacing the belt — a seized idler pulley causes belt failure.
