The water flow control servo (flow adjustment valve) has malfunctioned. This servo motor controls the water flow rate through the unit, working in conjunction with the gas proportional valve and bypass servo to maintain the desired outlet temperature. Error 65 indicates the flow control motor is not responding, is stuck, or its position feedback is abnormal. The flow control valve adjusts how much water passes through the heat exchanger versus the bypass path. If it fails, the unit may deliver water at the wrong temperature or may not operate at all.
