The oven burner clicks but does not ignite, or takes an excessively long time to light (more than 90 seconds). The hot surface igniter (glow bar) must draw enough current (typically 3.2+ amps) to open the gas valve safety circuit. As igniters age, they weaken and cannot draw sufficient current. A weak igniter will glow orange but the gas valve will not open. Measure the igniter current draw with a clamp meter — if below 3.0 amps, replace the igniter. The igniter is fragile (silicon carbide) — do not touch with bare hands.
