The washer fills with water but the agitator does not move back and forth during the wash cycle, though it may still spin. The most common cause is worn agitator dogs (directional cogs) — small cam-shaped plastic pieces inside the upper agitator that wear smooth and allow the agitator to spin freely in both directions instead of ratcheting.
